Code of Ethics, Independence and Integrity

CGS as a Service based MSME, Consulting, Advisory & Educational organization is devoted to independent, non-partisan, in-depth research & services that leads to pragmatic and innovative ideas along with their effective implementation I.e. translation at the ground on solving problems and filling the gaps existing within the Society including Industry, Academia and Governments. The integrity and objectivity of CGS Personnel (Employees and Consultants) and their research constitute CGS’s principal assets. Our policies, summarized here, reflect these values.

Definitions

Employee: Refers to an individual employed by CGS

Consultant: Refers to a person who has been engaged by CGS for a fee or other considerations.

Research

CGS’s credibility and reputation rests on the quality, rigor, depth, and independent nature of its research and analysis. CGS Personnel are committed to meeting the highest standard of research, upholding their own reputations for sound professional ethics, and developing recommendations that are relevant and actionable. CGS’s obligation to them is to respect and protect academic freedom, provide a workplace that is supportive and inclusive, and help them amplify the impact of their research and policy recommendations.

Funding

CGS may be financed through the support and fees received from a diverse array of its clients, foundations, and individuals within India, and from governments for specific projects and initiatives. These funding sources along with our partners, associates or principal agencies may be listed on the CGS website from time to time. No client, Government, Supporter, Partner, donor or group of donors has the ability to direct CGS’s views or activities.

Independence w.r.t. Projects, Initiatives & Research

CGS has adopted policies that enshrine the requirement that its personnel not permit the interests of any outside party to inappropriately influence CGS’s work, including its Projects, Initiatives, research & implementation methods, methodologies, tools and techniques or conclusions. While CGS personnel regularly engage with outside parties, including subject matter experts, stakeholders, public officials, and the general public, CGS personnel ultimately have the final word on their project, implementation research and other activities along with their tools, techniques, methods and methodologies. This does not preclude CGS personnel from expressing policy views that happen to align with the views shared by an outside party, provided such views are not the result of inappropriate external influence.

Conflicts of Interest

CGS has a Conflict of Interest Policy, which all employees and consultants must abide by. CGS’s Conflict of Interest Policy sets forth its guidelines and procedures for identifying, resolving, or managing real, potential, or perceived conflicts of interest that may arise. CGS will disclose any real or apparent conflict(s) of interest that may have a direct bearing on the subject matter of its projects, initiatives or research products.

Governance

CGS has an active Governing Council & Advisory Board that is expected to guide us for setting the mission and strategic direction of the organization and oversight of the finances, operations, and other policies of the organization.

Legal Compliance

CGS is knowledgeable of and complies with all applicable laws and regulations.

Openness and Disclosure

CGS provides comprehensive and timely information to the public, the media, and all stakeholders and is responsive to reasonable requests for information. All information about the organization will fully and honestly reflect CGS’s policies and practices.

Non-partisanship

Consistent with the CGS’s mission, CGS may provide non-partisan public policy analysis and recommendations to public officials and our other clients and stakeholders including public. In accordance with CGS’s commitment to non-partisanship, CGS Personnel may not participate in partisan political activity on behalf of CGS. CGS Personnel must also take appropriate steps to avoid conflicts or confusion between their outside political activities and their CGS affiliations, including by obtaining CGS’s approval and publicly disclosing their activities, as necessary from time to time.
